Last Date Extended For Technical Bid Submission For RESCO Pilot Project

Friday, July 13, 2012 TAIPA, the representative industry body of Tower Infrastructure companies servicing primarily telecom service providers has already initiated a more realistic, effective and sustainable collaboration between telecom players and Renewable Energy Supply Companies (RESCOs). This is not just to reduce dependence on diesel but also assist communities without access to grid power.






TAIPA had already released a RFP from companies to provide green energy solutions for 500 sites as a pilot project which if successful can considered for large scale deployment. TAIPA is also committed to powering 100,000 towers using Renewable energy resources- in line with the national objectives.

The last date of receipt of Technical bids for the pilot project was 7th July 2012 and in order to accommodate many more RESCOs, the same has now been extended till 16th July 2012. The bids can now be submitted upto close of business hours (1800hrs) on Monday, 16th July 2012. According to Mr. Umang Das, Director General, TAIPA, "As we have received specific requests for extension of timelines from, what we believe are serious bidders, we have decided to give more RESCOs the opportunity to participate in this pilot project."

Over 100 RESCOs have expressed interest and raised queries. Subsequently, a nominated committee also met a few RESCOs to understand impediments if any. These pilot projects will address mutual concerns in evolving an effective and sustainable renewable energy solution across India.

Mr. Das emphasized that "Solar, wind, and other RETs have their respective strengths and constraints. In the same way, the needs of hilly regions of North East are quite different from the coastal Andhra. TAIPA therefore agree with RESCOs that one-size-fits-all approaches are simply unworkable and even undesirable since they would lack adequate redundancy".

The RFP will be evaluated in 02 (two) stages i.e. (i) Technical evaluation and, (ii) Commercial evaluation.

TAIPA's RESCO model has been well received by renewable energy companies more than 20 of whom have already submitted their technical bids. A few others have requested an extension of timelines. In order to provide the maximum opportunity, the earlier deadline is being extended till 16th July 2012.

Post the Technical evaluation, the shortlisted vendors will be asked to submit Commercial bids and TAIPA expects to complete the process of receipt of commercial bids by mid-September 2012.

Towers and Infrastructure Providers' Association (TAIPA) is the industry representative body of the infrastructure providers who among others service the telecom operators. The industry has already witnessed an overall investment of over Rs.100,000crores, facilitating more than 400,000 towers supporting nearly 900 million mobile subscribers.

Thanks to this critical industry that the individual operators have been relieved from building and maintaining their independent towers by promoting 'Sharing of Towers' to exploit benefits of lower cost and improved efficiencies.
